Historically prohibited under Islamic law and UAE federal regulations, gambling may soon find a regulated foothold in this dynamic region.


Regulatory Foundations Take Shape

The General Commercial Gaming Regulatory Authority (GCGRA), established in September 2023, marks a pivotal step toward legalizing commercial gaming in the UAE. In 2024, the GCGRA issued its first licenses, including one to The Game LLC for the UAE Lottery, signaling an openness to controlled gambling. This regulatory body is crafting a framework to ensure responsible gaming while aligning with cultural sensitivities.


Major Projects Signal Ambition

International gaming giants are betting big on the UAE. Wynn Resorts is developing the $2 billion Wynn Al Marjan Island resort in Ras Al Khaimah, set to open in 2027 with a casino at its core. Closer to Dubai, MGM Resorts’ "The Island" project, valued at $2.5 billion, is designed with casino-ready infrastructure, pending legal approval. These developments hint at Dubai’s potential to join the gambling wave.


Public Opinion: A Divided Landscape

Support for gambling is growing, with a 2024 survey showing 54% of respondents favoring casinos to boost tourism and the economy. Yet, 42.2% oppose the move, citing risks of addiction and cultural shifts. The GCGRA aims to address these concerns with strict measures like deposit limits and age restrictions, likely set at 21.


Economic Potential and Global Impact

A mature UAE gambling market could rival global hubs like Macau, potentially generating billions annually. For Dubai, casinos could enhance its nightlife, create jobs, and drive tourism beyond its luxury appeal. Analysts see this as a chance to diversify the emirate’s economy and reinforce its global standing.


Dubai’s Next Steps

As of March 22, 2025, Dubai has not confirmed casino plans, but its proximity to pioneering projects in Ras Al Khaimah and Abu Dhabi keeps speculation alive. Balancing tradition with innovation, Dubai’s decision—whether to embrace gambling or maintain its status quo—will shape the region’s future entertainment landscape.
